TRENTON—The New Jersey Senate has approved an "anti-bullying bill of rights" that advocates say would be the nation's toughest.

It would require anti-bullying programs in public schools and language in college codes of conduct to address bullying. The measure would update a law that's been on the books since 2001.

The Senate vote was 29-0. The General Assembly passed the bill earlier Monday. It now goes to Gov. Chris Christie.

The bill was in the works before. But the issue has gotten more attention since a Rutgers University student killed himself this fall after his roommate allegedly captured his liaison with another man on a webcam.

Christie has not said whether he would sign the bill, but he spoke out against bullying after Tyler Clementi's death.
